Public Safety Report — May 1

The Public Safety Report is compiled from criminal complaints filed in state and federal courts, as well as some police blotter information, trooper dispatches, fire department reports and interviews with public safety officials. Individuals named as arrested and/or charged with crimes in this report are presumed innocent until proved guilty in a court of law.

Assault

• David Eric York, 29, of Fairbanks, was charged with fourth-degree assault after allegedly punching a Carlson Center security guard in the face Friday night. The guard had previously told York that he could not enter the building without a ticket.

York appeared intoxicated and then punched the guard, according to a criminal complaint filed in court. Three people had to restrain him while they waited for Fairbanks police to arrive.

When the officer attempted to get York out of his patrol car at the Fairbanks Correctional Center, York would not get out of the vehicle and tried to violently jerk away from the officer, according to the complaint. He was also charged with resisting arrest.

• A North Pole man was charged with felony assault for allegedly head butting and choking his wife.

Carlos A. Zungia, 38, was charged with second-degree assault after troopers responded to a 911 call from a woman saying she needed help before the phone was disconnected.

Troopers traced the call to a home on Glenwood Drive and arrived to find Zungia sitting in a chair with a half-empty bottle of vodka between his legs, according to a criminal complaint.

In an interview, the woman told troopers that Zungia had head butted her and choked her with his hands until she blacked out. She told troopers she thought she was doing to die. The woman had a red, swollen lump on her forehead and red marks around the front of her neck. Zungia told troopers he pushed his wife away when she tried to wake him up by pulling his hair. Zungia has two previous convictions for domestic assault, according to the complaint.

• A Fort Wainwright soldier was charged with third-degree assault, a felony, for allegedly pointing a shot gun with a laser sight at woman.

Joseph I. Losier, 20, was arrested late Saturday night after a couple reported that Losier had come to their apartment and started an argument with them, according to a criminal complaint. Losier was upset how the man had treated his girlfriend when the two formerly dated. Losier backed off when the couple threatened to call the police.

The woman was watching Losier and his girlfriend from her balcony when he pulled a shotgun out of his vehicle and pointed it at her. The laser sight hit her in the chest, according to the complaint.

Losier drove away and neither the man or the woman was able to get a license plate number. However, the couple drove to Wal-Mart shortly after the incident and recognized the car in the store parking lot. They went to police with the license plate number.

Military police assisted city police in locating Losier’s vehicle on base. In an interview with police, Losier admitted going to the apartment to talk to the man and said he pulled his shotgun out in self defense because he heard the man “racking” a weapon as they were talking through the door. When the officer asked to see the weapon, Losier produced a Mossberg 500A shotgun from his truck with a laser sight on the barrel. Police found one round in the chamber and four more rounds in the ammo tube. Losier also had five more shells in his pockets.

• A Fairbanks man was charged with fourth-degree assault for threatening his wife with a laptop computer.

Joseph Earl Kerr Jr. 26, placed his wife in fear of injury during an argument on Friday by picking up her laptop computer and raising it over his shoulder as if he were going to throw it at her, according to a criminal complaint filed by Fairbanks police. The woman told police that Kerr had already thrown a water bottle across the room at her and she was afraid he was going to throw the computer at her.

• Jerry Tyler Milligan, 38, of Fairbanks was charged with fourth-degree domestic assault for allegedly punching his ex-girlfriend in the face on Thursday afternoon. The woman suffered lacerations to her top and bottom lip, according to a criminal complaint field by Fairbanks police.

• Kimberly R. Scott, 31, of Fort Wainwright was charged with fourth-degree domestic assault on Saturday. Scott is accused of punching her sister in the back of the head in an argument at Fairbanks International Airport, according to a criminal complaint.

Airport police were called to the terminal for the fight and witnesses told police that Scott hit her sister, who was in a wheelchair with a sprained ankle, first. The sister stood up and punched Scott back and the two women ended wrestling on the floor before another passenger broke them apart.

The victim told police that the sisters had been arguing over gas money for several days and that Scott had threatened to put her head through a wall earlier in the day and had thrown a phone at her.

• A Fairbanks man was charged with domestic assault for allegedly holding his wife down and biting her in the ankle.

Colby D. Olsen, 23, was arrested Sunday after his wife called troopers at 1:40 a.m. to report that he assaulted her. According to a criminal complaint, Olsen grabbed his wife by the arm during an argument and refused to let her go. She became claustrophobic and began hitting and biting him. Olsen allegedly hit her on the side of the face, wrestled her to the bathroom floor, bit her ankle and held her down until one of his friends awoke and told him to let her go.

The woman suffered a swollen eye, a bruised arm and she had a bite mark on her ankle.

• Clinton Watsin, 23, of Anchorage was charged with fourth-degree domestic assault on Sunday morning following an incident at Springhill Suites on First Avenue. Police were called to the hotel just before 6 a.m.

According to a criminal complaint, Watsin is accused of throwing his girlfriend to the floor and causing her to hit her head on something in the room. Police found a large lump on the woman’s head that was bleeding and she had dried blood on her face.

Watsin fled the hotel before police arrived but they found him at Sixth Avenue and Noble Street. He admitted there was a verbal altercation but said he only grabbed her by the arms and kicked the wall before leaving. Police said it appeared Watsin was intoxicated.

Burglary

Several tools and building materials were reported stolen Tuesday afternoon from an Alvin Street residence. Anyone with information about the case is asked to call Alaska State Troopers at 451-5100.

Drugs misconduct

Bradley Crossland, 35, of Fairbanks was charged with felony drugs misconduct after Fairbanks police found him in possession of a crack pipe during a traffic stop on Saturday. Crossland was stopped for not wearing a seat belt.

The officer noticed what he suspected was a glass crack pipe concealed in Crossland’s hand when he handed him his vehicle registration, according to a criminal complaint filed in court. Two officers failed to find the pipe during a search of Crossland and his vehicle, but did eventually find the pipe on top of fresh snow under the driver’s door. Residue from the pipe tested positive for cocaine. Crossland claimed the pipe belonged to an unidentified man he had given a ride to earlier in the evening.

DUI

• Keaton Timothy Collins, 19, of Fairbanks, was charged with driving under the influence after North Pole police observed him driving on the shoulder of the Richardson Highway with a broken tail light. The incident occurred Monday night. When the officer contacted Collins, he noted a strong odor of marijuana on his person, and Collins admitted to smoking the drug, according to a criminal complaint filed in court.

More than ounce of marijuana was discovered on Collins’ person and in his vehicle. A drug recognition expert determined that he was under the influence of cannabis and unable to safely operate a motor vehicle. He was charged with sixth-degree misconduct involving a controlled substance as well.

• Bruce Victor Palmer, 36, of Fairbanks, was charged with driving under the influence after Fairbanks police spotted him driving the wrong way on Cushman Street, near the police station, early Saturday morning. A chemical test found his breath-alcohol content to be 0.225, more than three times the legal limit of 0.08 to operate a motor vehicle.

Multiple charges

A Fairbanks woman faces two counts of first-degree child endangerment after allegedly driving drunk with her two young children in the car.

Kristine Amanda Story, 38, was also charged with driving under the influence. A Fairbanks police officer pulled her over late Thursday night after witnesses described seeing her nearly strike a street sign and drive off the roadway on University Avenue near Rewak Street.

A 1-year-old and a 2-year-old child were in the vehicle at the time. Story admitted to drinking three glasses of wine before driving, according to a criminal complaint filed in court.

A chemical test found her breath-alcohol content to be 0.223.

Theft

• A 3,000-foot spool of copper wire was reported stolen from a property in North Pole on Saturday. The spool of No. 4 copper wire was valued at approximately $3,500. It was taken from the property between 10 p.m. Friday and 7 a.m. Saturday.

• A blue and silver conversion van was reported stolen from RJ’s Lounge and Grill on Airport Way at 8:15 p.m. Sunday.

Vandalism

A white pickup truck near 267 Mile of the Richardson Highway was spray painted with blue paint, causing an estimated $1,000 in damage. Troopers are investigating the incident, which was reported on April 22.
