FERC grants Denali pre-filing request

JUNEAU — The Federal Energy Regulatory Commission on Wednesday agreed to work with North Slope producers BP and ConocoPhillips on gas pipeline permitting issues in advance of a formal application from the companies for a federal certificate.

Denali — the Alaska Gas Pipeline LLC, a joint venture formed by ConocoPhillips and BP to pursue a natural gas pipeline project, requested the opportunity last week.

The FERC’s “pre-filing” process is aimed at smoothing out the federal permitting process by identifying potential hurdles before an application is submitted. The federal agency will encourage involvement from various stakeholders and facilitate cooperation among agencies, according to a FERC news release.

The request from Denali was granted despite the fact that the company asked to begin the pre-filing process earlier than normal and without meeting customary requirements.

At legislative hearings last week in Anchorage, FERC officials described the pre-filing process as a critical first step.

They added that an application for a certificate from Denali would not interfere with an application from TransCanada, which is seeking a state license under the Alaska Gasline Inducement Act.

Revenue Commissioner Pat Galvin said Wednesday he was pleased at Denali’s progress and looked forward to TransCanada’s participation as well.

    Hm-mm...looks like a pre-application to talk about having a project and get a head start on TransCanada. The HORSE RACE IS ON to see who will build an own an Alaska North Slope gas line...for export.

    The FERC process will include the review of various stakeholders. Alaska needs to step forward and protect the in-state utilization issue, with which ever gas line that gets finally built.

    As indicated FERC granted the requested even though the "Denali" project filed the request "without the customary requirements".

    BigMike's Gas Pipeline company could get approval for a pre-filing request. This means absoluetly nothing.

    Out_in_the_cold - If the gas pipeline was built tomorrow and we had gas in Fairbanks how many years (decades?) would it take to get the gas to Fairbanks residents (let alone the rest of Alaska). Stop the rhedoric.

    BigMike: A pre-filing with any government agency, kind of like a school kid getting the teacher's help filling in the blanks, instead of an open book test. But what is good for one should be good for all. Anything to hurry the process along.

    You are probably going to see the ENSTAR pipeline from the Foothills to South Central Alaska, FIRST. ENSTAR started June 10th with field work. That pipeline has a shorter race to run, but it's only a 20" pony and not one of those 4 foot high priced Thoroughbreds.

    "Stop the rhetoric." What's the matter, getting on your nerves? You might want to think what it is doing to the Federal Energy Regulatory Commission and Alaskan politicians. Nothing like 600,000 empty oil drums beating for background music. Grab a stick and pound too.

    Most environmentalist think that Alaska can't help in anyway. With less then 2 percent of the of total area being used for generation. Obama will have enough on his plate trying to stop angry mobs in the lower 48 that now have the right to form militias and carry guns. I asked wisdm if Alaska could help in the energy problems. Only 12 percent think it would have an affect. I then asked if environmentalist was a cult or a movement. Of course 82 percent said it was a movement. I'm starting to get a darker glimpses in the future for Alaska.

    Hey, Big Mike. After reading both proposals, it's pretty plain to me that Denali and TC would BOTH provide off-takes to meet Alaska markets. How many off-takes do you need? You can have them either way.

    Getting FERC to help with the process is clearly the intent of Congress - for any project.

    The rubber meets the road when they go to the big banks for a $30 Billion construction loan. Now, put yourself in those Wall Street banker's shoes - who would you be more apt to loan the money to - someone who can and will deliver gas to the shipper or someone who may have to fill the pipe with hot air?

    That, my friend, is why the GFCC board strongly suggested in their letter that all the parties - producers, state, Trans Canada, etc., get together and get this show on the road.

    TransCanada will have no problem getting fiancing. They will have the Feds backing.

    The Denali ruse will end once the TC process begins.

    The GFCC board is not the sharpest bunch. They have virtually no technical expertise. They are just sheep. Conoco wrote the letter and they were instructed how to vote. Since half of them changed their vote when asked to reconsidered, it appears that many did not have very strong convictions.
