Public Safety Report - July 8

The Public Safety Report is compiled from criminal complaints filed in state and federal courts, as well as some police blotter information, trooper dispatches, fire department reports and interviews with public safety officials. Individuals named as arrested and/or charged with crimes in this report are presumed innocent until proved guilty in a court of law.

Assault

• A Fairbanks man is in jail for allegedly kicking his girlfriend in the face and breaking her jaw Thursday night.

Jonathan J. Scott, 23, is charged with second-degree assault with a deadly weapon.

According to a criminal complaint, the woman showed up at the emergency room at Fairbanks Memorial Hospital on Friday with a broken jaw and two black eyes. Police responded and interviewed the woman, who told officers Scott has “stomped” her face the night before after an argument about money near the Klondike Inn.

She told police that Scott punched her several times in the face and she fell to the ground. The last thing she remembered was being on the ground and seeing the bottom of Scott’s shoes coming toward her face. The next thing she recalled was waking up in the emergency room.

Police arrested Scott after locating him Saturday night at around 6 p.m. riding his bicycle on Third Avenue.

• A Fairbanks police officer on his way to work arrested a North Pole man on felony assault charges Friday after acting on a complaint about a man tearing up signs in front of a Safeway store.

Michael Anderson, 46, was charged with third-degree assault.

According to a criminal complaint, officer Doug Welborn confronted Anderson, who was pacing back and forth in an agitated manner, and Anderson responded by clenching his fist and displaying a closed buck knife in his other hand.

Anderson refused to drop the knife until Welborn threatened to shoot him with a Taser.

• Kerry Simmons, 28, of Fort Wainwright was arrested on felony and misdemeanor assault charges on Friday.

Simmons is accused of punching and slapping his girlfriend in the face, arm and legs, according to a criminal complaint filed in court. The woman suffered a welt on her arm, a swollen eye and a busted lip. Simmons also threatened to kill her by holding a kitchen knife to her stomach, the complaint stated.

Simmons was charged with third- and fourth-degree assault.

• A Fairbanks man was charged with assault for hitting his wife with an orange during an argument on July 1.

Michael B. Bennett Jr., 38, of Fairbanks faces charges of fourth-degree assault and interfering with a report of a domestic violence crime after allegedly throwing an orange at his wife and hitting her in the shoulder blade, causing a bruise.

The woman tried to call police, and Bennett allegedly ripped the phone lines out of the wall, according to a criminal complaint. The woman went to a neighbor’s house and called 911 after Bennett locked her out of the house.

• Earl Rodney Anderson, 44, of Eagle River was arrested on Thursday at a home on Mission Road in North Pole and charged with misdemeanor assault for allegedly pulling a woman’s hair and squeezing her thigh, leaving a bruise. According to a criminal complaint, the woman told troopers that Anderson’s violent behavior placed her in fear.

• Amanda Pauline Bouffioux, 32, of Fairbanks was charged with misdemeanor assault for allegedly punching her boyfriend in the face several times on Friday, according to a criminal complaint. Fairbanks police arrested her at 1:38 a.m. at a home on O’Connor Road.

• Robert Luke, 44, of North Pole was arrested by troopers on Thursday and charged with misdemeanor assault for allegedly slapping his wife in the face during a dispute over firewood.

• Sean Kelly Matheny, 34, of Fairbanks was charged with fourth-degree assault and first-degree criminal trespass last week.

Matheny is accused of knocking down a door and entering the home of his daughter’s mother in search of his daughter June 30. When the woman tried to stop him, he allegedly grabbed her by the jaw and threatened to break her jaw, according to charging documents.

DUI

• A North Pole man was charged with his fourth felony DUI after being arrested by Fairbanks International Airport police on Thursday.

Vernon T. Roberts, 33, was stopped by police at 10:12 p.m. for not having a front license plate on his vehicle, according to a criminal complaint. Roberts did not stop for approximately two minutes after the officer activated his siren and lights.

When contacted, Roberts admitted drinking and failed field sobriety tests. A chemical test measured his breath-alcohol content at 0.227 percent, almost three times the legal limit of 0.08.

A check of his criminal history revealed Roberts had three prior felony DUI convictions within the past 10 years. A felony DUI occurs if a person has two DUI convictions in the previous 10 years.

• Gregory Taylor, 41, of North Pole was charged with his second felony DUI after troopers arrested him at 3:21 a.m. Saturday.

Troopers stopped Taylor on the Old Richardson Highway for driving a motorcycle without eye protection and having passenger on a motorcycle without a helmet, according to a criminal complaint filed in court.

Taylor, who admitted to drinking two beers before driving, failed field sobriety tests and registered 0.073 percent on a chemical breath test. Taylor has a previous felony DUI conviction in October 2002.

• Alfonso J. Medley, 28, of North Pole was arrested on Thursday and charged with DUI, failing to stop at the direction of a peace officer, criminal mischief and resisting arrest.

According to charging documents filed in court, troopers attempted to stop Medley for speeding (89 mph in a 40 mph zone) on Dawson Road at around 9:30 p.m. Medley accelerated at speeds up to 100 mph with troopers and North Pole police in pursuit before losing control of his Dodge pickup and going into a ditch.

After the accident, Medley ran from the vehicle into the woods. A North Pole police officer chased him and caught him, at which point he shot Medley twice with a Taser when the man ignored commands to show his hands. He struggled with the officer and a trooper before they were able to subdue him.

At the North Pole police station, Medley allegedly put his head through the wall.

A chemical test measured his breath-alcohol content at 0.152 percent.

• A Salcha man faces charges of DUI, failing to stop at the direction of a peace officer and weapons misconduct after being stopped for speeding Saturday morning.

A trooper on DUI patrol clocked Robert Howard, 37, going 79 mph on the Richardson Highway at 2:34 a.m., according to court charging documents. When the trooper turned around to pursue, Howard allegedly sped up and turned off into a vacant gravel pit. The trooper pulled in to find Howard trying to drive up the sides of the gravel pit.

Howard appeared to be intoxicated, failed field sobriety tests and registered a 0.179 percent on a chemical breath test.

The trooper discovered a loaded .44 Magnum pistol and 20-gauge shotgun in Howard’s vehicle.

• Dani O’Reilly, 27, of Delta Junction was charged with DUI after being arrested by troopers Sunday at 12:39 a.m. for speeding on Nistler Road in Delta Junction. O’Reilly was going 53 mph in a 40 mph zone, according to charging documents. O’Reilly’s breath-alcohol content was measured at 0.124 percent.

• Nelson A. Nolan, 28, of Anchorage was charged with DUI after being stopped for speeding Saturday morning at 240 Mile Parks Highway. A trooper clocked Nolan going 70 mph in a 55 mph zone at 5:25 a.m.

The trooper noted several unopened bottles of Alaska Amber beer inside a case on the back floor of the vehicle. Nolan admitted to drinking one beer shortly before being pulled over.

His breath-alcohol content was measured at 0.122 percent.

Nolan was also charged for driving with a suspended license.

• Leslie N. McCraven, 25, of Fairbanks was charged with DUI and refusal to submit to a chemical breath test following her arrest early Saturday morning when a Fairbanks police officer driving home from his shift observed a vehicle driving erratically. McCraven nearly hit a parked truck when she pulled into Denny’s near Airport Way, according to a criminal complaint.

An on-duty officer responded and arrested McCraven, who appeared intoxicated and tried to leave during the investigation.

• Trevor Moen, 22, of Fairbanks was stopped for an equipment violation Saturday and subsequently arrested for DUI and improper use of evidence of registration.

Moen was stopped on Second Avenue at 11:51 p.m. for having a broken taillight on his vehicle, according to charging documents. Moen failed field sobriety tests and registered a 0.158 percent on a chemical breath test.

Moen was using 2009 decals on his vehicle, which was last registered in 2002.

• Chad A. Dalman, 21, of North Pole was charged with DUI and driving with a canceled license after North Pole police responded to a report of a pickup truck in a ditch on Peridot Street in North Pole on Saturday.

According to a criminal complaint, Dalman admitted drinking eight beers and driving into the ditch. His breath-alcohol content was measured at 0.299 percent, more than three times the legal limit.

• Breanna Sha Haas, 18, of Fairbanks was charged with DUI, making a false report and driving without a license following a traffic stop Sunday.

North Pole police stopped Haas on Badger Road for failing to signal a turn and crossing the fog line. She failed field sobriety tests and registered a 0.156 percent on a chemical breath test.

Haas also initially gave the officer the license of a passenger riding in the car before revealing her real name.

• Erin Gryson Kiely, 29, of McKinley Park was charged with DUI following a traffic stop early Saturday on the Parks Highway.

A trooper stopped Kiely at 1:20 a.m. near Mile 216 for failing to signal a turn onto the highway from a pullout. Kiely admitted to drinking a bottle of wine at a party in Cantwell, and the trooper noticed an empty bottle of wine on the back floor of the vehicle. There was also a crushed beer can under the driver’s seat.

Kiely had a breath-alcohol content of 0.180 percent.

• Antoinette M. Sample, 29, of North Pole was charged with DUI as a result of a traffic stop Saturday morning.

Troopers pulled Sample over at 3:30 a.m. for having inoperative taillights on her vehicle and a passenger not wearing a seat belt, according to a criminal complaint. She registered a 0.064 percent on a chemical breath test.

• Nicholas Alan Storch, 28, of Fairbanks was charged with DUI on Saturday after being stopped by University of Alaska Fairbanks police for speeding. Police clocked Storch going 59 mph on Geist Road, a 45 mph zone. Storch’s breath-alcohol content was measured at 0.202 percent.

• Robert Wayne Heinbuch, 38, of Fairbanks was charged with DUI following a traffic stop Wednesday.

Fairbanks International Airport police stopped Heinbuch for speeding on the Mitchell Expressway at 1:53 a.m. He was going 65 mph in a 55 mph zone.

Heinbuch registered a breath-alcohol content of 0.144 percent on a chemical test. He was also cited for having an open container in the vehicle.

Burglary

A Dell laptop computer was reported stolen from an apartment on 26th Avenue between 11 p.m. Saturday and 1 a.m. Sunday. A man told Fairbanks police someone entered his unlocked apartment and took the computer.

Vehicle theft

A white 2007 Chevrolet Silverado pickup with a black pipe rack and silver tool box in the back was reported stolen from Gillam Way over the weekend. The owner reported it stolen at 8:40 a.m. Sunday.
