Public Safety Report — August 26

The Public Safety Report is compiled from criminal complaints filed in state and federal courts, as well as some police blotter information, trooper dispatches, fire department reports and interviews with public safety officials. Individuals named as arrested and/or charged with crimes in this report are presumed innocent until proved guilty in a court of law.

Assault

• Richard Fred Lane, 42, of Fairbanks was charged with misdemeanor assault for allegedly placing his sister in fear when he attempted to hit her because she wouldn’t buy him beer. Lane is on felony probation for DUI and is not allowed to consume alcohol, according to a criminal complaint filed in court last week.

Lane approached his sister at a home in Lakeview Terrace on July 13 and asked her to buy him beer. When his sister refused, he became angry and tried to hit her, the complaint stated.

• Michael G. Nolan, 26, of Fairbanks was charged with fourth-degree assault and attempted criminal mischief stemming from an incident in late June.

According to a criminal complaint filed in court last week, Nolan assaulted his girlfriend during an argument on June 26. Nolan is accused of refusing to take the woman home and ordering her out of her car.

When she got out, Nolan allegedly grabbed her and physically forced her back into the car. After she locked the car doors, Nolan became angry and punched the driver’s side window, shattering the glass.

• Ronald Frank, 49, of Minto was charged with two counts of misdemeanor assault and interfering with a report of a crime involving domestic violence.

Frank is accused of twice assaulting his girlfriend in the village about 120 miles north of Fairbanks, according to a criminal complaint. The woman told troopers that Frank had punched and kicked her in the face.

Troopers arrived about four hours after the first assault was reported to find Frank beating the woman a second time inside his home.

• Joseph E. Wilson, 31, of Fairbanks was charged with fourth-degree assault and interfering with a report of a domestic violence crime following his arrest early Saturday morning.

Troopers received a 911 call at 3:39 a.m. from a woman at a home on Supply Road who said she had been sleeping when Wilson woke her by punching her in the head, according to court documents. She called 911 and then hid the phone because Wilson allegedly told her he would “crack her dome” if she called the police.

Wilson also was charged with violating a protective order the woman had placed on him.

DUI

• A Fairbanks man was charged with driving under the influence Wednesday after calling police and reporting that two women had robbed him in his vehicle at Airport Way and Cowles Street.

When police contacted Ryan Henry Stratton, 27, at a home on Eighth Street and Noble Street, the officer noted the license plate number on the vehicle matched one that had been called in as a possible drunken driver earlier in the day and suspected Stratton may be intoxicated.

Stratton failed field sobriety tests and registered a 0.160 on a chemical breath test, which is double the legal limit of 0.08.

• Allen Craig Crow, 47, of North Pole was charged with DUI after being arrested by troopers on Thursday morning. Troopers stopped Crow at 2:46 a.m. on the Richardson Highway for swerving in and out of his lane of traffic and crossing over the center and fog lines, according to court documents.

Crow told troopers he drank too much to drive and registered a 0.245 percent on a chemical breath test, more than three times the legal limit.

• James Andrew Eldridge, 41, of Whittier was charged with DUI following a traffic stop on Saturday morning. Eldridge was pulled over at 3:37 a.m. for having a broken taillight.

Eldridge admitted having four drinks between midnight and the time he was stopped and registered a 0.145 percent on a chemical breath test.

Multiple charges

• Phillip R. Lester, 24, of Fairbanks was charged with first-degree burglary and fourth-degree assault following his arrest early Saturday morning.

Lester is accused of kicking the door to his ex-girlfriend’s house open around 3 a.m., pulling her out of bed by her hair and throwing her around the house while threatening to kill her, according to a criminal complaint.

When the woman called 911, he took the cordless phone away from her and left the home with the phone.

• Daniel E. Vischansky, 34, of Midway, Utah, was charged with DUI, refusal to submit to a chemical breath test and weapons misconduct following his arrest early Thursday morning.

Alaska State Troopers responding to a noise complaint stopped Vischansky at 4:01 a.m. on Farmers Loop near Tail Waggin’ Lane for driving without his headlights on, according to a court affidavit.

Based on his belligerent and hostile attitude, troopers suspected he was intoxicated. Vischansky refused to perform field sobriety tests or submit to a breath test.

During a search of his vehicle after it was impounded, troopers found two handguns under the front seat, one of which was fully loaded next to an open bottle of whiskey. Troopers also found an empty 12-gauge shotgun and an empty high-powered rifle, as well as a large knife.

Vischansky also was charged with driving with a revoked license and improper use of evidence of registration. He had two different license plates on the vehicle, both of which were expired. He also was cited for having an open container and expired registration.

Theft

• Demetrice M. Hutson, 19, of Fairbanks was charged with third-degree theft last week stemming from an incident at Alyeska Tire in early April.

According to court documents, Hutson attempted to steal a vehicle suspension kit worth $350 by taking it from a storage room and putting it in a trash bag next to the waste container. A manager at the shop discovered the parts in the bag and reviewed video that showed Hutson removing the parts from the storage room. The manager replaced the stolen parts with junk parts, accompanied by a note that Hutson was fired.

Not knowing the parts had been switched, Hutson sent his girlfriend to pick up the parts. The woman found the junk parts and called Hutson, who told her to throw the parts away. The woman brought the note that had been left for Hutson to the troopers several weeks after the initial investigation.

• A woman staying at the Wedgewood Resort reported about $1,000 in jewelry was stolen from her room on Sunday evening while she went out to dinner. Fairbanks police and resort management are investigating the case.
