Animal cruelty bill reaches Alaska law books

FAIRBANKS — Bestiality will soon be an explicit criminal act in Alaska.

Gov. Sean Parnell on Tuesday signed the measure, which had cleared the Legislature this spring, into law. It will take effect in September.

Supporters said it will help curb a cycle of abuse, citing studies that people who abuse animals without penalty are far more likely to move on and abuse children or vulnerable adults.

Democratic and Republican lawmakers had co-sponsored different versions of the bill. Public animal control advisers in Fairbanks unanimously backed the measures last year, pointing out that all but a handful of U.S. states have similar laws in place.

“For people that are involved in these issues I think it’s been very much on our radar and we were hopeful that (Parnell) would sign it,” said Ronnie Rosenberg, chairwoman of Fairbanks’ public Animal Control Commission.

State laws already make it a misdemeanor to torture or kill animals outside of standard veterinary care or common farming practices. The change adds the crime of “knowingly ... engag(ing) in sexual conduct with an animal.”

Sponsors of the bill, which crept through Juneau before emerging via House Bill 6, applauded the change Thursday.

“This is a common sense bill that protects both people and animals, and we worked together in a bipartisan effort to make a good bill better,” Rep. Bob Lynn, R-Anchorage, said in a statement.

Rosenberg said the change’s parent bill also holds clauses that will make it easier for the state to prosecute egregious, felony acts of animal cruelty.

Rosenberg said reported cases of bestiality are rare.

“But when (they) come up it’s necessary to have it,” she said of the new law.

Come on folks! This is Alaska! It used to be the final frontier where people could live and let live within reason without being encroached upon by government beaurocracy. Wow, a new law against bestiality? Goody! I guess this means that the legislature is earning their buck with this magic bullet that will surely “curb a cycle of abuse” against children. But wait, we already have laws against pedophilia, yet it is still prevalent.

Somehow this new law against bestiality is supposed to catch would-be child molesters before they can move on to the children. Well, I am not a pedophile; it doesn’t affect me, so there is no reason for me to be concerned with a noble attempt at a preemptive strike. Really? They are only chewing away at the calluses on my feet. It doesn’t hurt yet.

There are only a small percentage of people within the general population who turn out to be child abusers. American society will quickly chew them up and spit them out upon discovery, as pedophilia is rarely tolerated. Most “studies” pertain to convicted pedophiles and show that a percentage of them start out by maiming, torturing, killing, and doing all sorts of disturbed things to domestic pets before they ended up adding children to their palate of victims; sexual mutilation was included among the many other abuses.

Does that mean that zoophiles, preferring non-human partners, develop an affinity towards children? Are zoophiles going after other animals because they are vulnerable and make easy targets, or because they can’t find a suitable human partner? Would a zoophile prefer a child or a “vulnerable adult” over a different species? Better look up the definition of zoophilia.

In any case, this stuff has been going on since the dawn of man. It is a commonality that is shared among every culture throughout the planet.

It is reported that bestiality cases are rare, so why are they bothering to waste our tax dollars on such an issue? Our local government has obviously gotten way too big and no longer strives to maintain the health of our republic. No longer is government limited to being a necessary evil that governs for the people, by the people.

Obamunism has finally oozed into the last frontier! You are now subject to inspections and fines for using wood to heat your home! You will soon be monitored from those cameras they installed on many of the intersections around town and be mailed a ticket for crossing the limit line on a red light. There is talk of modifying Cushman in order to slow traffic, thinking it will force people to stop and spend more money at local businesses. (Mickey Mouse had nothing to do with it. That was Goofy’s idea)! Heck, I will avoid the whole area altogether when that happens, but Goofy didn’t think of that possibility. These pinheads are supposed to represent us! They work for us, yet they treat us as if we were a flock sheep that they can tend to. I didn't vote for Mickey Mouse and Goofy to run us around on their whim and fancy!

I moved here long ago so I could get away from this crap! It is okay to trap animals, beat them with clubs, skin them, use them for our food, farm them under disgusting conditions such as feed lots, keep them in tight cages so they stay tender to make veal, hang them up and slit their throats alive so they bleed to death, and otherwise exploit them for any other use we so desire. But now it is illegal to have sex with one...in Alaska. What if it was killed first, would that still be considered abuse? Oh, I digress, that would be called necrophilia.

How would this law do anything to protect animals, human or otherwise? If people are inclined to have amorous relations with their possessions, be it cars, bikes, dogs, horses or whatever, a law against bestiality will do very little to prevent pedophiles from sexually abusing children. This law only serves as a new tool, or vehicle that can be used as an excuse to invade our privacy for other reasons...It only amounts to more micromanagement of the lives of us humans, as I believe slimkim was getting at regarding the toilet paper squares. Our current laws are plenty sufficient to handle pedophiles. I am tired of putting up with these dirty diapers who call themselves politicians. They’ve been waddling around, stinking profusely and really should have been changed long ago. Vote them out! Let's get people in there with some common sense!

It's common sense NOT to commit animal cruelty. Only a complete idiot needs a law to tell them that. How stupid and how stupid of the legislature to spend time and money on something like this. Next they'll be legislating how many little squares of toilet paper we're to use to wipe our butts with.

It's all too often true, oldowl, that enacting a law does not necessarily equate with enforcement of that law, or prosecution of offenders. Really, the benefit from this one may mainly be in making a statement, calling it to public attention, that extreme cruelty to animals, especially when it has a sexual component can definately be a precursor to similar crimes against children and other vulnerable people.

Thank you legislature. Now you could go a bit further and so could law enforcement on prosecutions of animal cruelty. I remember one case of cruelty involving an Iditarod musher that Troopers refused to file charges against.

Now there's legislative time well spent. NOT! "The cases are rare, but if and when they do happen, we need to have laws." I feel so protected! What a crock of crap. Do they really not have anything better to legislate?!
