Public safety report - Nov. 10
The Public Safety Report is compiled from criminal complaints filed in state and federal courts, as well as some police blotter information, trooper dispatches, fire department reports and interviews with public safety officials. Individuals named as arrested and/or charged with crimes in this report are presumed innocent until proved guilty in a court of law.
Assault
• A Minto man is accused of assaulting his girlfriend twice this year.
Preston Alexander, 23, has been charged with two counts of fourth-degree assault and one count of reckless endangerment.
In April, he allegedly pushed his girlfriend on the ground, causing her to land on their 3-year-old son. Alaska State Troopers decided not to arrest him at that time because neither she nor the child were injured, and Alexander was the only person in the village who could work at Minto’s store during the spring carnival.
He also is accused of punching and kicking the same woman on Halloween.
• Vanessa M. John, 31, of Fairbanks, was charged with fourth-degree assault after she allegedly hit her boyfriend in the face Thursday while he was sleeping.
• Marla Rae McFarland, 42, of Fairbanks, was charged with fourth-degree assault after she allegedly started breaking glass and throwing dishes Friday, frightening her boyfriend.
• Jerome Benjamin Semaken, 25, of North Pole, was charged with fourth-degree assault after he allegedly threw his girlfriend around “like a rag doll,” according to a criminal complaint filed in court. Semaken was contacted Saturday near his Sloan Street home, and initially gave Alaska State Troopers a fake name, court documents allege.
He also was charged with making a false report.

• Jesse A. Attatayuk Hurst, 26, of Alaska, was charged with driving under the influence after troopers stopped him for speeding Sunday near College Floral. A chemical test found his breath-alcohol content to be 0.192.
• Meagan J. Kernats, 21, of Fort Wainwright, was charged with driving under the influence after soldiers became suspicious that she was intoxicated Sunday while trying to get on post at the visitors center. While under arrest, Kernats attempted to pull away and kick Fort Wainwright police, according to a criminal complaint filed in court. A chemical test found her breath-alcohol content to be 0.179.
She also was charged with resisting arrest.
• Philip John Lawson, 46, of Alaska, was charged with driving under the influence after troopers received a call Sunday that he was sleeping in his truck at the Old Steese Highway transfer site. Lawson smelled of alcohol and had poor balance when troopers contacted him, according to a criminal complaint filed in court.
He also was charged with refusal to submit to a chemical test and driving with a suspended license.
• Larry Steven McCraven, 57, of North Pole, was charged with driving under the influence after North Polce police stopped him Sunday for failing to stop at a posted sign at the intersection of Lions and Badger roads. A chemical test found his breath-alcohol content to be 0.068. A drug recognition exam determined he was under the influence of a depressant.
• Lysandra Lee Silas, 33, of Fairbanks, was charged with driving under the influence after she was stopped for not wearing a seatbelt on Barnette Street near Second Avenue. A chemical test found her breath-alcohol content to be 0.113. She also was charged with driving with a revoked license and violating conditions of release.
Multiple charges
• A Fairbanks man faces several charges after allegedly trying to start a fight Saturday at the Husky Lounge.
Norman Leigh Gallen, Jr., 34, has been charged with felony driving under the influence, fourth-degree assault, resisting arrest, access of drunken person to a licensed premises, harassment, disorderly conduct and criminal trespass.
A woman first called troopers after she said Gallen was intoxicated and kicking her door. They tracked him to the Husky Lounge in Tok where they found him shouting his name and obscenities, according to a criminal complaint filed in court.
Gallen was trying to pick a fight with another man and was asked to leave by a bartender. He refused to leave, and when a trooper tried to escort him out of the bar, he allegedly tried to grab the trooper and take him to the ground. Gallen had to be pepper sprayed, and with the assistance of two people at the bar, he was taken into custody.
Gallen allegedly tried to spit in the face of a trooper and would not go into a holding cell at the Tok trooper post. He had to be Tasered twice before he would go in the cell, according to the complaint.
Because he was uncooperative, troopers were unable to conduct sobriety tests on Gallen. He was last convicted of felony drunken driving in 1997, according to court records.
• Richard Daniel Robb, 18, of Fairbanks, was charged with third-degree assault, a felony, after he allegedly brandished a folding knife and threatened to kill a woman Sunday at the University of Alaska Fairbanks.
Police also found a fake Montana driver’s license in plain view in Robb’s dorm room. Robb’s roommate told police that Robb would use the ID to purchase alcohol, according to a criminal complaint filed in court.
Robb has been charged with obtaining identification by fraud, a felony, as well as unlawful use of a license and minor consumption, both of which are misdemeanors.
