Company looks to set up 100-man camp at Franklin Bluffs to support oil exploration

A company looking for oil on the North Slope wants to put a 100-man camp on the gravel pad once occupied by the Franklin Bluffs pipeline camp on the Dalton Highway.

Here is the notice from the state Department of Natural Resources about the camp to support the Great Bear Petroleum exploration work.

Subject to AS 38.05.850, the Northern Region Land Office is considering the issuance of a Land Use Permit (LAS 28211) to Black Gold Oilfield Services. Black Gold has applied for a Land Use Permit to include temporary use of the ADNR-managed Franklin Bluffs gravel pad. Franklin Bluffs Pad is located along the east side of the Dalton Highway about 40 miles south of Deadhorse - located approximately at N69 degree 43.34' W148 degree 41.04'. They request to use approximately 2.0 acres on the eastern portion of the pad for year-round activity from October 2011 to September 2016.

Black Gold requests to place a 100 man camp for the support of petroleum exploration activities conducted by Great Bear Petroleum, LLC. Off-road travel activity has not been requested under this application. Structures would include camp buildings, fuel tanks, and various vehicles and other storage units. The fuel tanks would each contain less than 10,000 gallons of diesel fuel and be placed within lined secondary containment at least 110% of the volume of the largest tank.

Potable water would be hauled from Deadhorse and stored in tanks. Wastewater would be treated by a Lifewater Engineering system and effluent would meet all NPDES standards and be pumped to the tundra. Solid waste would be stored and hauled to Deadhorse for proper disposal.

Please provide comment or objection by 5:00 pm, September 20, 2011. If no comments are received by this time, we will assume that there is no objection to the proposed activity.

ADNR believes that the requested activity would be de minimis in nature and would not restrict other uses of the gravel pad and intends to authorize the activity.

The public is invited to comment on the proposed permit. Written comments must be received by the Division of Mining, Land and Water at the above address on or before 5:00 PM, Sept.  20, 2011. The Great Bear drilling could be the best thing on the Slope in 30 years. Lets hope they are allowed to drill without delay.
